Despite differences between countries, several recurring themes appeared consistently across the VoiceGuard research. 

These included:

  • concerns regarding confidentiality,β€― 
  • and uncertainty regarding investigations.β€― 

Participants across countries also emphasized the importance of:

  • and visible support for reporting persons.β€― 

REFORM PRIORITIES & ORGANIZATIONAL IMPROVEMENT 

Participants should understand that improvement does not depend solely on legislation. 

Organizations can strengthen whistleblower systems through:

  • retaliation monitoring,β€― 
  • secure reporting systems,β€― 
  • independent investigations,β€― 
  • and stronger governance structures.β€― 

Improvement priorities may include:
