Module Overview
Module 5 provides participants with a comparative overview of national implementation approaches related to whistleblower protection systems across participating European Union Member States. The module builds upon the comparative findings generated through the VoiceGuard project and focuses on the legal, operational, institutional, and cultural differences affecting implementation of whistleblower protection frameworks.
The module begins by examining the broader challenges associated with transposition and implementation of Directive (EU) 2019/1937 across EU Member States. Participants explore how different countries have developed:
- legal frameworks,
- institutional structures,
- enforcement mechanisms,
- and operational practices.
Particular emphasis is placed on understanding that implementation effectiveness depends not only on legislation but also on:
- institutional capacity,
- organizational culture,
- public trust,
- resource allocation,
- and practical enforcement mechanisms.
The module incorporates country-specific findings from the VoiceGuard Needs Analysis and Skills Assessment and examines recurring challenges identified across participating countries, including:
- fear of retaliation,
- weak institutional trust,
- low visibility of reporting systems,
- inconsistent legal interpretation,
- weak investigation procedures,
- insufficient training,
- and limited support mechanisms.
Participants are introduced to comparative examples from:
- Bulgaria,
- Czech Republic,

- Romania,
- and Spain.
The module explores country-specific implementation realities and operational priorities. Examples include:
- enforcement weaknesses,
- governance gaps,
- trust deficits,
- retaliation concerns,

- and organizational maturity challenges.
The module also examines examples of good practices and institutional approaches that may support stronger whistleblower protection systems.
